Head of South Africa's Forensics, Joe Henderson, comes across a nameless death certificate amongst his routine paperwork. He learns a famous black leader was killed while in state custody. Now the black leader's murder has spawned brutal retribution killings of prostitutes. If Henderson signs the document, there will be more deaths of innocent blacks carried out by the state.
